A New service at the UMQ for an Efficient Decarbonization

A recent survey by the Union des municipalités du Québec (UMQ) shows not only that municipalities are clearly committed to the energy transition and the fight against climate change, but that they also have the potential to be change agents. But where to start? For a municipality, changing its energy consumption habits is a complex task. That is why the UMQ has set up the Parcours de décarbonation, a support service aimed at the efficient decarbonization of municipal building and vehicle fleets.

The importance of efficient decarbonization

Efficient decarbonization is defined by the use of renewable energies first and foremost, and the controlled use of energy with the aim of reducing GHG emissions at lower cost. Efficient decarbonization involves reducing energy consumption and implementing solutions to manage energy demand during peak periods.

The Parcours de décarbonation offers a range of services to municipalities: a resource person, tools, training, information sessions, purchasing groups and support in obtaining and maximizing subsidies. A team of collaborators with a wide range of expertise is also on hand. This new service already has many participating municipalities, including Varennes, Carleton-sur-Mer, Candiac, Prévost, Alma, Îles-de-la-Madeleine, Beloeil and Saint-Raymond.

Following the logic of efficient decarbonization, all-out electrification is not considered a magic bullet. The Parcours de décarbonation focuses first on demand reduction and energy efficiency measures, before tackling the substitution of fossil fuels with renewable energies.

In terms of municipal vehicle fleets, the UMQ prioritizes measures aimed at reducing GHG emissions while improving the population's quality of life. Solutions such as sharing municipal vehicles with the population, or between different departments of the municipality, or training staff in eco-driving can rapidly reduce the energy consumption of municipalities. The next step is to consider the electrification of municipal vehicles.

The UMQ offers a range of solutions focusing on energy efficiency and sustainable mobility. Municipalities are undoubtedly part of the solution in achieving the climate objectives set by the Québec government. This new service is a stepping stone for municipalities to take concrete, cost-effective and well-considered action.
